This is akin to a default autoreply which is being sent as a response to all messages.
You can select to enable or disable this feature.
And you can also select to only use this autoresponder in individual messages or groups only.
If you enable this feature, make sure to set a delay in the "resubmit message only after..." so the autoresponder will only re-respond after XX minutes.
